TOTO rules apply since 01.06.09
Toto is organised by (hereinafter referred to as Organizer) AS Totalisaator. Address:

2.1 In Toto can participate a person, whose age is at least 18, unless otherwise provided by the law of the Republic of Estonia.
2.2 Organizer need to recieve player’s personal information, before or after the registrationto comply with the provision of pargraph 2.1.
2.3 Organizer cant allow individuals, whose age could not be identified and / or if they do not meet the conditions in paragraph 2.1 to participate in Toto.
2.4 You can participate in Toto at Paldiski mnt 50, Tallinn or in a point of sale, or through our site www.toto.ee.
3. How to make bets through our site
3.1 Account – personal account, given to client by Organizer, which allows to enter in the area, where client can use various services and bonuses. For example, using your account, you can gain access to a forecasts, live broadcast, database of trainers, horses and riders, make and cancel bets, trace bets, put money on the account, withdraw money from the account, etc.
3.1.2 Account can be used only by a person, for whom it was opened.
3.1.3 Money on the account charges no interest.
3.1.4 Bonuses, services or any other information acquired by using the account are prohibited to be provided to a third party.
3.1.5 Organizer may limit services provided by the account (with the exceptions of bets) in case, when client is not transferring any sums of money on the account and/or isnt making any bets for a long period of time.
3.1.6 Organizer may restrict use of the account, if there is a suspicion that provided data was incorrect.
3.3 You can registrate an account at www.toto.ee. Organizer collects personal information in accordance with law. Additional information Organizer can receive only with permission of a player. Registrated user must follow conditions and rules of Toto.
Registrated user is a person, who have user name, password and account.
User is responsible for provided data in the registration process.
3.4 Any player can place limitations on his account services, notifying gambling organizer with a letter.
1) He can restrict amount of bets for a certain period of time
2) He can restrict total summ of money for a certain period of time.
3) Place time limitations for a game session for a certain period of time.
4) Ban his own participation for a period from 6 months to 3 years.
5) The player has the right to extend his current limitations.
6) The player cant cancel his limitations.
4. Transfering money with account
4.1 Organizer has the right to impose a minimum deposit amount of 10 EUR.
4.1.1 Using bank transfer money are charged to the account automatically. If, for whatever reasons money havent been transferred to the account, the client can send a fax or a mail to email@example.com with confirmation of payment, so Organizer can as quickly as possible update clients account. Organizer has the right to delay updating players account, until money are transferred to Organizers payment account.
4.2 Bonus money, acquired through promotional campaign cant be transferred from an account and can only be used for betting.
4.3 Money are transferred for the same account, from which Organizer recieves money transfers.
4.4 Organizer can take a fee for money transfers. In case, when summ of money are less, then the fee, it cant be transfered.
4.5 Payments are made in one bussiness day, except for paragraphs 4.6; 7.4 and 7.5.
4.6 Minimum summ of payment is 1 euro.
5. Participation in Toto and confirmation of participation
5.1 To participate in Toto you must buy a ticket, which confirms your participation. Using account, participation is confirmed by an electronic ticket.
5.2. Each bet has own unique number, which confirms the bet. A Bet is considered made, when placed according to rules and conditions of Toto and has been confirmed.
5.3 Dividens are not paid, if ticket is lost or damaged.
6. Bets deadline and Toto closing
6.1 Toto will be closed according to the set time.
7. Dividends and cancelled bets payment
7.1 Payment of dividends starts after the official results are known.
7.2 Dividends are paid during 30 days, starting from the day, when race had taken place. Bets made with account are paid not latter than 24 hours after. ATTENTION. Dividends are transfered to a game account, not a bank account.
7.3 In case, when dividend summ are higher, than money in Toto in that day, then full ammount of money are paid by agreement with player, in a point of sale or through bank transfer.
7.4 Dividends higher, than 12 000 EURO are paid during 10 business days, starting from the day, when race had taken place.
7.5 4 Dividends higher, than 63 000 EURO are paid during 20 business days, starting from the day, when race had taken place.
7.6 Organizer can confirm dividends payment if required by the law of the Republic of Estonia.
8. Cancelation or substitution of bets
8.1 Bet is cancelled and money repaid to a player or to an account, in case, when a horse cant take place in competition and where is no substitution for it, or are some circumstances interfering Toto organisation.
8.2 All bets, that were made after deadline from paragraph 6 are repaid.
8.3 Organizer can cancel bet(s) or ban bets cancellation, if there is an attempt of Toto coefficient manipulation.
8.4 PMU can be cancelled within 15 minutes after placing the bet, paragraph 6 also applies.
9. Type of games and dividends
9.1. Types of PMU games:
· Trio/Trio Ordre
9.1.1. Win (single win) – Selected horse is classified first in the race. In case, when two or more horses are from the same owner (or are avowed for shared purpose) they are included in the ticket and in case, if one of these horses will finish first, then the dividends are paid to everyone who put on one of these horses. Its true only for win game.
Dividends fund: 85,35% of the contributed money.
9.1.2. Place (single place) – Selected horse is either one of the first two placed horses when the number of horses appearing on the official racecard is between four and seven inclusive;
- or, one of the first three placed horses when the number of horses appearing on the official racecard is equal to or more than eight. Dividends fund: 85,35% of the contributed money.
9.1.3. Couple is divided for 3 types:
Couple Gagnant – Select two horses, that will finish first in the race in any order.
Couple place – Select two horses, that will finish in the first three places of the race in any order.
Couple Ordre – Select two horses, that will finish first in the race in right order.
Dividends fund: 74,15% of the contributed money.
9.1.4. Trio/Tierce is divided for 2 types:
Trio – Select three horses, that will finish first in the race in any order. Bet can only be made, when in the race is more than 8 horses.
Trio Ordre – Select three horses, that will finish first in the race in right order. Bet can be made in the race with 4-9 horses.
Dividends fund: 75,9% of the contributed money.
A bet consists in selecting five horses in a single race and specifying their order of finish.
A bet is awarded a dividend if at least three of the five selected horses occupy the three first places of the race, barring the case mentioned below:
a) A so-called "in-the-right-order" « Quinté Plus » dividend is awarded if the five selected horses occupy the first five places of the race and if the punter has rightly selected the order of finish of the five horses.
b) A so-called «in-any-order » or basic « Quinté Plus » dividend is awarded if the punter’s selection for the five horses is different to the order of the finish.
c) Furthermore, all the five-horse combinations involving four horses classified in the first five places, whatever the order of finish selected by the punter for these four horses, and one horse classified after fifth place, are awarded, apart from the cases mentioned under Article 95.9. a dividend called:
1. "Bonus 4" if these four horses are classified at the first four places of the race
2. "Bonus 4sur5" if one of these four horses is classified fifth.
d) Likewise, all five-horse combinations involving three horses classified in the first three places, whatever the relative order of finish selected by the punter for these three horses, and two horses both classified after fifth place, are awarded a so-called « Bonus 3» dividend, apart from the cases mentioned under Article 95.9. Each horse participating in this race is dealt with separately when determining the payable combinations.
I - a) «Quinté Plus » combinations bets in which three or more horses were non-runners are refunded.
b) «Quinté Plus » combination bets involving two non-runners among the five horses selected are awarded four times the «Bonus 3 » dividend, on condition that the three runners of the selection are classified in the first three places of the race, whatever their order of finish.
c) «Quinté Plus » combination bets involving a non-runner among the five horses selected are awarded four times the «Bonus 4 » dividend, on condition that the four runners of the selection are classified in the first four places of the race, whatever their respective order of finish.
d) «Quinté Plus » combination bets, other than those mentioned in c) above, involving a non-runner among the five horses selected are awarded four times the «Bonus 4sur5 » dividend on condition that the four runners are classified in the first five places of the race, whatever their order of finish.
e) «Quinté Plus » combination bets involving a non-runner among the five horses selected are awarded twice the «Bonus 3 » dividend, on condition that three of the runners are classified in the first three places of the race, whatever their order of finish and that the fourth horse is classified after fifth place.
f) However, the rules laid down under paragraphs b), c) and d) above, do not apply to the categories "full coverage" and "part coverage" combination bets, as provided for under Article 95.8, in which all bankers are non- runners. In the latter case the corresponding combination bets are refunded
10. COEFFICIENTS OF WINS
Toto pay respect only to results of competitions, that were provided right after the race was finished. No further objections for any reasons will be considered.
11. RESTRICTIONS AND RESPONSIBILITY
In Toto can participate a person, whose age is at least 18 and who agrees with Toto rules.
Organizer is acting in accordance with the law of the Republic of Estonia. Any changes in the law will also be applied to Toto rules.
All players are required to comply with these rules, as well as conditions of the game organisation due to due to a requirements and obligations.
Organizer is not responsible for races results and also for a hypothetical loss of income, because of race cancellation.
Organizer is not responsible for false and/or lack of information, which was caused by user, technical means or unscrupulous programmer.
Organizer is not responsible for mistakes, made by user such as disconnection, vandalism, connection failure, defects, hacked account, etc.
Organizer is making every effort to ensure the smooth exchange of information and accepting bets, but cant be responsible for technical problems, which can be due to power failure, network connections, servers, computers and computer parts. Information, important for the game is saved in case of disconnection, regardless of a cause of disconnection.
If for some unusual reason, Toto organization do not work as planned, and / or do not respond to the control of the Organiser, when Organiser has the right to cancel bets and to stop accepting bets.
12. CLAIMS SETTLEMENT PROCEDURES
Claims, requests and complaints must be submited within 30 days after bet was made. Claims, requests and complaints must be submitted in letter to Organizator (AS Totalisaator) Paldiski mnt. 50, 10614 Tallinn or by email firstname.lastname@example.org.
Organizer is obliged to consider a claim and response in letter within 10 days.
